Applications to become a scheme administrator for Scotland's Deposit Return Scheme are open, paving the way for an organisation(s) to be established to ensure the effective operation of the scheme. 

The regulations passed by the Scottish Parliament in May allow drinks producers to nominate a scheme administrator to fulfil their obligations on their behalf. From organising the collection of empty bottles and cans from return points, to agreeing the handling and producer fees, the scheme administrator(s) will be responsible for making sure the scheme functions efficiently and meets its annual collection targets. They will make key decisions that will shape how the scheme works, including on producer fees, payment terms and collection services.

This approach is tried and tested, having already proven successful in many other deposit return schemes around the world. It’s also the approach that was favoured by drinks producers and retailers in the Scottish Government’s public consultation on the design of the scheme.
